Charter Council

The Council is the governing body for the Co-livism Charter. It stewards the document, adjudicates proposed amendments, and ensures the founding principles are protected.

Governance Structure

Membership & Blocs

  • 12 Voting Members divided equally into 3 functional blocs.
  • 2 Non-voting Ombuds for process and rights.
  • Eligibility requires formal separation from partisan and religious leadership roles.
  • Selection combines election by Fellows, Nominating Panels, and Sortition.

Voting Thresholds

  • Ordinary Amendments (Class I): Require 8 of 12 votes, including at least 2 from each bloc.
  • Constitutional Amendments (Class II): Require 10 of 12 votes, 3 from each bloc, plus a Public Consultation period.
  • Ombuds may delay votes requiring further justification.
