The Council is the governing body for the Co-livism Charter. It stewards the document, adjudicates proposed amendments, and ensures the founding principles are protected.
Governance Structure
Membership & Blocs
12 Voting Members divided equally into 3 functional blocs.
2 Non-voting Ombuds for process and rights.
Eligibility requires formal separation from partisan and religious leadership roles.
Selection combines election by Fellows, Nominating Panels, and Sortition.
Voting Thresholds
Ordinary Amendments (Class I): Require 8 of 12 votes, including at least 2 from each bloc.
Constitutional Amendments (Class II): Require 10 of 12 votes, 3 from each bloc, plus a Public Consultation period.
Ombuds may delay votes requiring further justification.
